OK Great News i figured out, that in your Profile Layout and configurations tab, that "Quick reply" is Auto set to Not be shown" so if you goto your profile and change the setting to Always Show, it is THERE!

P.S. this Post by me was done with Quick REPLY!! YAY!!!!!
