If you are saying are there more people that own a car than people that drive a car but do not own one I would say no.
If you are saying there are more people that own a car than people that can't drive I would say no again.
furthermore, if you are saying there are more people that own a car and drive than people that Don't drive and do own a car then I would say yes. but you didn't say that.
and If you are saying everyone aside from the U.S. including the U.S. I would say definitely no.

Nope,the majority of people, which includes minors, all do not own cars.
