Providing content owners a new way to generate revenue on the site, YouTube Rentals allows partners greater flexibility to monetize a variety of videos, provides full control over their content, and allows content owners to tap into the world's largest online video community.
The YouTube Rentals beta is currently available only to content owners in the U.S.

FW NOTE: This won't make people money, the hassle of registering for paypal or credit card transactions will last longer than the interest of watching whatever video it was. Not to mention it has the On Demand(Comcast) value of your purchase expiring so your money just disappears from your wallet to watch something on youtube. People are more intelligent than to pay for youtube videos. Viewers will think all Uploaders who implement the Rental feature are money-grubbers, as the general populace of the entire planet hates paying for anything.
