If you guys are thinking about Astro Boy, well think again. This was made 30 years before Astro Boy even came out.
This is cartoon is actually imitated by the old American 1930's cartoons style.

Great find! It's one of the first times I've seen an anime that doesn't have the budget-saving cut-shots. I also noticed what looks like an early incarnation of Felix the Cat who.....turns into a leaf.
