If their vision is based in the visible light spectrum, then they'd look at both images and probably decipher one as a life form and the other as a symbol (assuming they are intelligent). If they see in ultraviolet or in the infra red spectrum, then this whole page looks black or monochromatic in one shade.

Without the decryption keys, it's indistinguishable from the typical magnetic radiation from a rotating star. It also gets diluted over a certain distance into typical cosmic background radiation and noise. Our analog TV signals are only good, if you have a cathode ray tube with its electron plates set up exactly like ours. I also doubt they'd still be using non digital AM/FM radios.
My guess: if they can see our space junk and haven't made contact, then we are too primitive to understand anything they'd deem worth saying. I don't even want to begin the conversation of how different our communicating methods could be; we can't even understand whales or dolphins, and they are terrestrial!
